Attesting Bolivian Documents (FAQs)

Yes - Bolivia is a member of the Apostille Convention.

Bolivian documents can be legalized for use abroad with an Apostille Stamp from the Ministry of Foreign Affairs (Ministerio de Relaciones Exteriores) when destined for other signatory countries without additional certification by the destination country.

When Bolivian documents are required for non-apostille countries, such as United Arab Emirates - Taiwan - Malaysia - Thailand - Qatar they need to be legalized by the Ministry of Foreign Affairs and then attested by the embassy of the destination country in La Paz (Embassy of the United Arab Emirates, Thailand and Qatar in Lima, Embassy of Vietnam in Brasilia). Most documents will require pre-certification depending on the issuer.

Official documents that can be legalized in Bolivia with Apostille stamps or through embassy attestation include:

• Birth certificates (Certificados de nacimiento), death certificates (Certificados defunción) and marriage certificates (Certificados de matrimonio) issued by SERECI - Servicio de Registro Cívico (civil registry);
• Criminal Record Certificates (Certificado de Antecedentes Penales) and Police Certificates (Certificado de Antecedentes Policiales) ;
• Bolivian University degrees, diplomas and course transcripts;
• Primary and secondary school certificates;
• Court documents;
• Phytosanitary, Animal Health and Free Sale Certificates certified by Servicio Nacional de Sanidad Agropecuaria e Inocuidad Alimentaria (SENASAG);Health and Pharmaceutical Certificates certified by the Ministry of Heath;
• Certificates of Origin certified by ervicio Nacional de Verificación de Exportaciones (SENAVEX).

Other documents can be legalized following certification by a notary public and by DIRNOPLU - Dirección del Notariado Plurinacional (Directorate of the Plurinational Notaries).

Bolivia - Competent Authority (Apostilles)

Document legalization (or attestation) is a procedure which authenticates a public Bolivian document so that it can be submitted in another country for official or legal purposes - for example, if you need to submit a Bolivian birth certificate to the authority or embassy of another country, it will often need to be legalized.

Legalizing a document in Bolivia certifies the authenticity of the signature appearing on the document as that of an authorized public official in Bolivia and confirms the capacity of that official.

• Because Bolivia is a member of the Apostille Convention, Bolivian documents can be legalized by means of an Apostille Stamp when being submitted to countries that are also members of the Hague Apostille Convention
• If a Bolivian document is required for a country that is not a member of the Apostille Convention, it will need to be legalized both by Bolivian authorities and by the embassy of the recipient country (embassy in Bolivia or non-resident embassy accredited to Bolivia).

Duplicate copies of Bolivian birth, death and marriage certificates can be obtained from the Civil Registry Office (Oficina de Registro Civil) in Bolivia or abroad from a Bolivian consulate

Applications must be submitted by the person named in the certificate, a first-degree relative or with power of attorney.

Bolivia issues a number of different certificates issued by the National Police Divisions (FELCC, FELCN, and FELCV) and INTERPOL:

• Certificado de Antecedentes de la Fuerza Especial de Lucha Contra el Crimen (FELCC) includes records from the Bolivian National Police
  FELCC Police Certificate (in Spanish)
• Certificado de Antecedentes de la Fuerza Especial de la Lucha Contra el Narcotráfico (FELCN) which covers records from the Antinarcotic Offices
  FELCC Police certificate
• Certificado de Antecedentes de la Fuerza Especial de la Lucha Contra la Violencia (FELCV) which covers all records from the Domestic Violence Offices
  FELCV Police Certificate (in Spanish)
• Informe de Antecedentes Penales del Registro Judicial de Antecedentes Penales (REJAP) which covers all the records from the Judicial/Court system (final convictions, declarations of default, and conditional suspension of proceedings). This certificate can be obtained from a Bolivian Bolivian consulate
• Certificado de Antecedentes de INTERPOL) certifies an absence of criminal record outside of Bolivia.

Digital Bolivian criminal record certificates are valid for 30 days.

Bolivian degree certificates required for submission to the authorities of Qatar must be certified by the Ministry of Education and then legalized by the Bolivian Ministry of Foreign Affairs (Ministerio de Relaciones Exteriores. They can then be attested by the Embassy of Qatar in Lima.

Bolivian degree certificates required for submission to the authorities of the United Arab Emirates must be certified by the Ministry of Education and then legalized by the Bolivian Ministry of Foreign Affairs (Ministerio de Relaciones Exteriores. They can then be attested by the UAE Embassy in Lima.

Apostilles to authenticate Bolivian university degrees can be obtained through the Ministry of Foreign Affairs (Ministerio de Relaciones Exteriores). First obtain a reference code online from the Ministry of Foreign Affairs and then apply for the Apostille through the University.
